Besides Lapid, Biden will meet with United Arab Emirates President Mohammed bin Zayed and Palestinian leader Mahmoud Abbas.。    我省印发管理办法     　　为建设用地使用权转让出租抵押建“超市”          　　近日，省自然资源厅印发《辽宁省建设用地使用权转让、出租、抵押二级市场管理办法（试行）》，以促进全省土地市场建设，规范建设用地使用权转让、出租、抵押二级市场秩序，优化土地资源配置，维护交易主体合法权益。管理办法将于明年1月1日起试行，其中的建设用地指全省范围内依法取得的国有建设用地。         　　管理办法明确了国有建设用地使用权进行转让、出租、抵押的适用范围及条件，列出了不可进行以上三种交易的情况。如，未支付全部土地价款或拖欠土地价款滞纳金的、未取得不动产权证书或权属有争议的不可转让；未取得土地使用权及地上建筑物、其他附着物所有权合法凭证或权属有争议的不可出租；依法被查封、扣押、监管的不能抵押等。

二 |          　　在交易过程中，交易管理机构实行“线上+线下”交易服务模式，建立“信息发布—达成意向—签订合同—交易监管”的线上交易流程和“交易申请—交易核对—签订合同—申报价格—交易监管”的线下交易流程，加强建设用地使用权交易、税费缴纳、不动产登记等业务协同，为交易双方提供安全、便捷、高效的服务。交易双方可通过交易服务平台发布和获取土地信息，信息内容应包括宗地位置、面积、使用年限、用途、地上建筑物及其他附着物情况。         　　此次制定管理办法，既是贯彻落实国家关于全国统一大市场改革要求的制度安排，也是健全完善我省土地二级市场建设的现实需要。

三 | 省自然资源厅将以此为基础，进一步建立健全土地二级市场管理运行机制，研究出台引导激励涉地国有资产处置、司法处置土地转让和各类市场主体积极进入二级市场交易的政策措施，积极为活跃区域经济、盘活存量资源资产、保障市场主体投资创业需求提供完备高效的公共服务基础设施和政策遵循与制度保障。                   责任编辑：刘春阳。
